The World Is Not Enough follows a clear arc of early triumph followed by gradual erosion: the Thames boat chase is near-universally acclaimed as one of the best sequences in Bond history, but the film struggles to sustain that energy through a middle section hampered by weak scripting and Denise Richards' unconvincing casting. Sophie Marceau's Elektra King provides a genuine late-film lift as a rare and compelling female villain, but the closing pun and underused Renard leave audiences with a sense of squandered potential, landing the film firmly in the 'decent but flawed' tier of the Brosnan era.
